		<description>Well this is an interesting question to pose but my idea would be that the root servers join some type of affiliate program from comcast or other providers that tax every time one of thier customers use one of the servers each day and maybe other technology companies as well but the companies that charge people every month to use the web via thier service should have to pay a root tax.</description>
